The crew of the most powerful nuclear submarine ever built, the USS Colorado, receives a suspicious order to launch an attack on Pakistan. When sub Captain Marcus Chaplain questions the authority of the order and refuses to launch the attack, he is relieved of his duty. After his second in command, executive officer Sam Kendal also refuses the order, the crew of the Colorado find themselves under attack and declared enemies of the state by their own country. With nowhere left to turn, Chaplain takes his crew on the run to the exotic but dangerous South Pacific island of Sainte Marina where they take over the NATO listening station and declare themselves an independent nation. Now it's a race against the clock to uncover the truth while dealing with growing unrest among the crew and island locals.
